Summary:
The APM support the PM in the execution and administration of the project functions and activities. Responsible for the coordination and completion of all tasks and deliverables. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of task areas. Ensures compliance with requisite manpower, safety, fiscal and accountability guidance. Primary executive level manager and assist the PM with oversight of property accountability and physical security for property. Serves as the PM in their absence.
Duties and
Responsibilities:
? Assist the PM with the administration of the Project to meet performance standards, goals and objectives.
? Prepare TO management plan describing the technical approach, organizational resources and management controls to be employed to meet the cost, performance and schedule requirements throughout TO execution.
? Provide a monthly status report monitoring the quality assurance, configuration management, security management. Ensure all contract deliverable are met on time.
? Manage staff, preparing work schedules and assigning specific duties.
? Direct and coordinate organization's financial and budget activities to fund operations and increase efficiency.
? Establish and implement departmental policies, goals, objectives, and procedures.
? Determine staffing requirements, and interview, hire and train new employees, or oversee those personnel processes.
? Organizes and plans support of contract activities; ensures delivery of quality services.
? Reviews performance data to measure goal achievement and facilitate service improvement.
? Ensure contract/company policy compliance; confers with organization officials and supported units; works with COR and Contracting Officer in order to meet goals.
? Oversee compliance with Safety, OSHA and environmental requirements.
? Oversee physical security and property accountability systems for the project.
? Determines staffing requirements and oversees hiring process and personnel actions.
? Analyzes mission and work requirements and communicates guidance and work priorities to subordinate managers and supervisors.
Preferred
Knowledge/Skills/Abilities:
? Comprehensive knowledge of project management procedures and principles
? Thorough knowledge of the DOL functions processes and procedures and scope of logistics support services and customers.
? The job requires senior level leadership and staff experience providing logistics support services.
? Must be able to operate a Personal Computer (PC) with a functional knowledge of Microsoft Office Applications (primarily Microsoft Word, Excel, Outlook, Power Point and Windows graphical user interface) and Data/web based systems required for task area performing work.
? Must have the appropriate qualifications, certification, and/or license under the requirements for the task area being performed under this contract prior to commencement of work.
? Must able to obtain and maintain a SECRET security clearance.
? Knowledge of principles and procedures for personnel recruitment, selection, training, labor relations and negotiation, and personnel information systems.
? Knowledge of principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
? Ability to monitor/Assess performance of self, other individuals, or organizations to make improvements or take corrective action.
? Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
? Considering the relative costs and benefits of potential actions to choose the most appropriate one.
? Ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem.
Additional Position Information:
Bachelor's Degree in Business or Program Management. Five (5) years experience managing an installation DOL (Maintenance, Supply, and Transportation) operation, or 8 years leadership or staff experience executing military logistical operations.
An equivalent combination of education and experience as identified above.

The check will bounce and the victim is left responsible.
